Test splitting

Dagger will split a large test suite across several engines, so that it runs in parallel and finishes sooner. To balance the work, Dagger uses the full context from its telemetry and schema: the CPU, memory and transfers that each test used in earlier runs, the inputs of each test and their cost, and the state of the cache.
